You can continually play infamous bounties, working from either side of the map to the other one(or however you want to do it. That’s what I think it is anyways I got to Tumbleweed and ignored the sherriff's monologue. It's my third playthrough and didn't have this problem before, the only thing I did differently this time was come to Tumbleweed after completing American Venom.
